Success came in 2013, when the assembly approved a $6 billion transportation funding package — sponsored by then-House Speaker Bill Howell, R-Stafford, and supported by then-Gov. Bob McDonnell — much larger in scope than they originally sought. The final package included long-sought regional funding for transportation priorities in Northern Virginia and Hampton Roads.

Secretary of Finance Aubrey Layne, then a member of the Commonwealth Transportation Board, said Southard played an important role in getting the bill passed, as well as subsequent legislation that led to the creation of the Smart Scale program for ranking state transportation projects and committing money to get them done.

“He was a steadfast proponent of transportation funding,” Layne said.

Drunken driving, Windsor Way: On Sept. 6, police were dispatched to a one-car crash on Windsor Way.

An arriving officer located a red Chevy Trax, which struck a tree. The driver, who was still in the Trax, smelled like booze.

When asked if he had been drinking, the man slurred, “Oh, yeah, a couple of drinks.” The man then attempted to explain the car crash to the officer.

He said the car he hit swerved into him. At that point, the office corrected the driver and told him he actually hit a tree.

The driver then looked up and admitted he indeed hit a tree. After failing a field sobriety test — during which he said, “You are going to arrest me anyways, you might as well do it” — the man was arrested for drunken driving.

Topeka transportation service takes financial hit from pandemic

TOPEKA, Kan. (KSNT)- Many small businesses have taken a hit financially due to the pandemic. One people might not think about as often is a travel service, like Cortez Transportation Company in Topeka.

The company relies heavily on weddings and parties for its business, but the drivers haven’t seen many of those since early March. Owner Carlos Cortez said his company is currently down 74% in revenue this year and he has already applied for loans.

“We got the host fund, the PPP plan and there are different grants we are still applying for now,” said Cortez. “The city grant is still available and the state grant is still available.”

To stay afloat financially in the middle of the pandemic, he is finding new ways to utilize his fleet of cars he has to typically shuttle people around. He is teaming up with local restaurants to deliver food.

Transportation revenues take a hit

TALLAHASSEE, Fla. – Pointing to issues such as the coronavirus pandemic, economists say Florida will collect about $1.5 billion less than expected in transportation-related revenues during the next several years.

The economists, who meet as the Revenue Estimating Conference, said in a new report that the cumulative amount of money going into the State Transportation Trust Fund during a period ending in the 2025-2026 fiscal year would be $1.485 billion below earlier projections, or 5.7%.

The largest hit will come during the current 2020-2021 fiscal year, when revenues are expected to be $432.2 million below earlier projections.

The State Transportation Trust Fund, which receives money from fuel taxes and other sources, plays a key role in paying for transportation projects.

The report said fuel tax revenues will be less than projected for a series of reasons, including “decreased consumption of motor fuel and other fuels (diesel, aviation and off-highway fuel)

Mountain Brook police need help locating vehicle suspected in fatal hit and run

Update 4/21: The Jefferson County Coroner’s Office has identified the victim as Jack Henry Moody, 23, of Birmingham.Officials said Moody was the lone rider of a motor cycle traveling west on Highway 280. He drove through the Overton Road intersection under a green light and collided with a vehicle turning onto Highway 280 from Overton Road.
